Who we are
The Cerebral Palsy Clinic was established by Professor Vigein Tovmasian as a dedicated centre for the assessment and surgical treatment of spasticity in cerebral palsy. Operating within the well-equipped facilities of Tovmed Medical Center in Vinnytsia — a modern, fully licensed medical institution in central Ukraine — the clinic combines clinical surgical expertise with a strong commitment to transparent, honest communication with the families we serve.
We are not a general hospital. We are a specialist clinic focused exclusively on cerebral palsy. Every patient who comes through our doors has the same condition, and every member of our team has deep, specific experience with the challenges that condition presents. This focus is deliberate: it means that when a family comes to us, they are seen by people who have worked with hundreds of similar cases, not by generalists trying to apply broad orthopaedic or neurological knowledge to a specific and complex condition.
Our clinical language is English and Arabic, in addition to Ukrainian and Russian. We have extensive experience supporting international families from across the Arab world, Europe, the United Kingdom, Australia, and beyond, and our processes are designed to make the journey from first contact to completed surgery and rehabilitation as smooth as possible for families who are travelling far from home.
Professor Vigein Tovmasian; founder and head surgeon
Professor Tovmasian is a Ukrainian orthopedic surgeon with a PhD in orthopedics and traumatology from the Institute of Traumatology and Orthopedics, Academy of Medical Sciences of Ukraine. He trained at Yerevan State Medical University and completed advanced surgical training at the National Pirogov Memorial Medical University in Vinnytsia, where the clinic is based.
He is the developer of the SFDM (Selective Fibrotomy of Damaged Muscles) technique — a minimally invasive approach to treating the fibrotic tissue that accumulates within spastic muscles in cerebral palsy. SFDM evolved from years of clinical observation and refinement, and Professor Tovmasian holds three patents in reconstructive surgery arising from this work.
In 2017, Professor Tovmasian was awarded the title of Honorary Doctor of Ukraine by presidential decree — one of the highest distinctions available to a Ukrainian physician. He is a member of the Berlin Aesthetic Surgeons Cycle and lectures at KROK University in Kyiv.
Professor Tovmasian personally conducts every SFDM procedure at the clinic. He also personally designs the post-operative rehabilitation program for each patient before they leave the clinic. For international families, this means direct access to the surgeon who developed the technique — not to a team working to a protocol written by someone else.
What we do
The core of what we offer is the SFDM procedure, a minimally invasive surgical technique that addresses spasticity in cerebral palsy through up to 40 microincisions of just 2 to 3 mm. Unlike major open surgery or spinal procedures such as Selective Dorsal Rhizotomy (SDR), SFDM is performed in about one hour, requires no stitches, leaves no visible scarring, and allows same-day discharge. Upper and lower limbs are treated simultaneously in a single session.

The surgery itself takes approximately one hour. The remaining days are used for recovery observation, initial rehabilitation assessment, and the design of your personalised home program.
Return home
You leave with a complete rehabilitation plan and a follow-up schedule. The clinic team remains reachable throughout your child’s recovery. Our relationship with families does not end when they leave the clinic. We monitor progress, answer questions, and adjust rehabilitation programs remotely throughout the recovery period.
